In the US, we consider "burger" short for "hamburger," which you call "mince." If it's not minced meat, it's not a burger. If it's not beef, the type needs to be specified (e.g., "turkey burger"). I believe that the term "hamburger" originally came from the type of sandwich that comes from Hamburg and that's why we don't call them "beef burgers." Who knows what we'd call a burger made of ground ham? I've never seen one.
