She's a mutant arctic fox, first appeared on a TMNT micro-series issue for Raphael.

Yeah, it had a nice build up. Started as enemies with her working for Shredder. She eventual betrayed Shredder and followed the turtles as she had no where else to go. He didn't trust her at first and threatened her, but that changed over a reasonable amount of time. They had cute ship teases and her supporting him in some of his lowest moments. And finally got together. One of my favorite pairing now. I don't even mind them seeming to be shipping Don with Mona Lisa. She is another nice design, especially the feathery hair.
