GTA 5 Chicago DEV update 5 (Patreon)

FV Mods Patreon members today get a chance to play a development update 5 build of GTA 5 Chicago mod.

Fixes in DEV update 5, made to the map are listed as inclusions in changelog.txt (attached to post).
