I mean, Pokémon in the anime are sentient creatures...Ash can’t just make them evolve. And Pikachu and Bulbasaur both made it clear they don’t ever want to evolve. It’d be like forcing your pet to do something they didn’t want to do. It’s their choice on whether or not they want to evolve.
