Brock’s Onix is actually his personal starter Pokémon. His dad gave it to him as a gift on his 10th birthday. (Probably so he could dump the gym on him and dip). So he didn’t actually catch it. Also, they couldn’t move sideways when the Onix was following them. They were in an impasse and surrounded by mountains on both sides. The only way to go was back.
