The sky darkened as if the prelude to a calamity.
Orochimaru was not pleased at what he was going to do. It wasn't his choice. But he has orders. As much as, he didn't like it, he had to do it as it was the order from his boss.
It was childish. But not out of her character.
He took out the new device they have developed recently.
"Hello ! Citizens of hidden leaf village..... I am Orochimaru ! Not the legendary Sanin anymore ! Now I am just a normal scientist. And I am here to kill the third Hokage !"
Orochimaru still thought that it was a stupid idea. Declaring your intention to the whole world before taking action as definitely a stupid thing to do.
The four flame formation errupted around them. The hokage along with himself were trapped inside the barrier.
Then the sound four deployed another seal. It was given by the boss. This seal completely isolated them from outside world by deploying another space in between them.
"Kukukukukuk ! How have you been .... sensei ?" Orochimaru said smiling.
"What is the meaning of this Orochimaru !" Hiruzen was furious.
"What do you mean sensei ? This is just plain old revenge." Orochimaru's smiling never left his face.
"Why are you attacking the leaf then. If your revenge is against me !" Hiruzenranted angrily.
"Don't look at my like that it's not me ! The boss wanted a new alliance with the hidden sand. And they wanted to attack you... So..... You can guess the rest." Orochimaru replied nonchalantly.

Rasa was contacted by Orochimaru with an offer. Or more like a threat. To give up on Rouran. Rasa knew that his position as the Kazekage was pretty insecure. So he didn't want to take any risk. The council has tried to assessinate him three times in this month.
But the saving grace was that he presented the offer to him in front of the entire council. If they complied with her demands then they will be given any one wish. Of course there are other privileges. But that would be discussed if they complied.

If this attack succeeded then it will eliminate one of their current rivals. Hidden leaf was already economically very weak. So they decided to land the final blow while the iron is hot. She agreed to their wish. It also happened to align with the original plan of Orochimaru.
Did he regret the decision ?
No because it wasn't his decision to begin with.

On the other hand inside the barrier, the third Hokage was fighting the previous two Hokages. The first and the second. Even though they were overwhelming him with the shear number of attacks, the third Hokage was putting up a great resistance.
Finally coming up with no choice but to seal the souls of the first two Hokages, the third Hokage decided to use the reaper death seal.
But that's when suddenly the clouds disappeared. A heavy pressure of chakra drownend the entire hidden leaf village.
A golden humanoid figure with three pairs of golden bat wings descended from the sky.
Everyone stopped fighting after seeing the figure. The figure brought despair to the hearts of many. It was the last person they wanted to see. The demon who almost destroyed their village.
