Aaaaaand with that, Punk Hazard is officially DONE. What an arc! I loved every second of it, but I'm so fricking excited to peep what Dressrosa is going to be like. Doflamingo looks fricking INSANE and the vibes look like they're about to go off.

I think here the conversation with Law and Doflamingo is another example of the implied power structure between Warlords, Navy, and the 4 Emperors. The threat of fighting Kaido is supposed to be more dangerous than Doffy having to resign the Warlords and deal with the Navy. I think it is super telling in its own way, similar to how Garp back at post Enies Loby said that the Navy and Warlords combined are meant to combat the 4 Emperors. The crazy thing to me is that the 4 Emperors are all also in competition with each other and it is at least implied they are not allied with one another so really the breakdown of power is like Navy 3 Admirals + 7 Warlords v 1 Warlord v 1 Warlord v 1 Warlord. Its just crazy to think about the Navy Admirals and characters like Crocodile and Doffy needing to join up just to squash 1 of the 4 Emperors and probably with heavy losses.
