The specific "law" Kiana is referencing on Page 7 is the Westerican legalization of damaging one's clothes to strip them, so long as you cover the cost of repairs/replacement. Doesn't really come up in-game since no one is too concerned about the law during the zombie apocalypse. :P But that's how the logistics of this Westerican cultural practice works in the regular TD reality. For anyone who cares.
