That's just an art technique to show hair. Not all details will be fine-line EXACTLY how they should be IRL. The hair looks black because the base brushstroke for outlining minor details is also black. That doesn't mean Norman's hair is black, it's just the way to express details that would be missed under normal circumstances. I'd even go so far as to call it a "trick of the light/eye" technique. Daryl is really good at these types of details, but I understand now how it was confusing for you.
