I think Japanese culture very strongly dissociates between fiction and real life even more than we do. Especially because of how reserved Japanese culture is. Like violence is very frowned on in Japan, and because of this it being used for comedic purposes doesn't bother people. Thet apply that standard to things like teen sexuality too, as long as it's not under a certain age. So I think when Japanese people watch teenagers in high school wearing revealing outfits, they don't want it played seriously because to them it's absurd. You get punished in hs for as little as wearing earrings or dying your hair. So they don't associate it with reality, it's over the top in the same way over the top violence is slapstick comedy.
