I will say I've done a little digging after the episode. And from the general consensus something that I just didn't understand while watching, is that the loophole in the Unknown negator, essentially allows "Anno Un" to be a real person. While Akira Kuno is unknown. The reason Fuko and Andy and others are able to hear/see Anno Un, is because it's a loophole in the unknown negator. When Akira Kuno takes on the Anno Un persona, as long as absolutely nothing relates Akira Kuno with Anno Un, then people are able to see him.
