Despite playing this game for so long (or maybe because of it) I've forgotten some things. In a previous playthrough (prior to 0.12's release iirc) I had Jin going down to the Dungeon. Somehow on this playthrough, I missed that, and now that she's embarked on her breast reduction story arc, it's impossible to get; she's just a useless lump in Lin's room. If I'm going to have to walk back untold hours of gameplay to redo that, I'd like a clear(er) idea of how to accomplish bringing Jin in there.

I thought she was always able to go down there before the ssurgery thing. She's on a second page though, not with the main lost of girls. I'd recommend opening an older save just to make one with her in the dungeon, but I wouldn't roll back your primary file for it. That way you can see the content whenever.

I didn't think breast reduction caused loss of dungeon-going. It shouldn't. Since the change is non-surgical, she wouldn't be "too sore" to continue playing.

That content would need to be developed first in order for you to play it. I also plan to reinclude it at after a certain point in Jin's story. (or you can just keep the old look)
