Hi, I've been experimenting with the console and found a bug maybe: set_stat doesn't work on the combat stats(REF; FOR; WIL), as well as HP. Is this a known issue?

That's by design. REF/FOR/WIL are derived from the adventurer's class and her DEX/CON/WIS, while HP depends on her class and CON. So there's no "base" stat to change with set_stat.
