I never get the impression that ROH has been going for an "underground" feel. Each episode opens with Quinn McKay at the desk, and they have brought up their COVID-19 bubble and working with Maryland's athletic commission.

Sure, the areas where fans would normally sit are all blacked out, but otherwise the ringside area is fully lit, they have two video screens, and set off pyro for a few of the wrestlers. No different from Impact's presentation before they added canned crowd noise (and I'm very glad ROH never did).
