If I recall correctly, angels were biologically sexless and having a gender was entirely optional--and culturally frowned upon, right?

they're biologically sexless, but they all default to male pronouns. White Chain would not be getting nearly as much shit from other angels if she was identifying as male. It's super hypocritical of them, but what else is new?

I suspect it all goes back to the first division of YS/UN. The angels are white fire of YS and the Devils the black fire of UN. Angels, being on the side of Order, see everything as a division of Good and Evil. Thus, there can be only one 'Good" gender: male. Adding a nice smear of religious intolerance on top of the misogyny/anti-queerness.
