There exists a place in the tower, where all the rich nobles who committed crimes go to. It is believed that this part is the best place to get to inside the tower, if you are willing to pay the right price of course, otherwise it is the opposite. It all starts with the nobles getting inside this prison where monsters who can control their hair lies and once inside, they almost immediately start chasing the nobles, captures them and tickles them. Getting tickled for hours by the hair is unimaginably ticklish and alot of promises are made from the nobles for it to stop! After a few days, the monsters will finally stop and release the noble and their family will be contacted who will come visit the prison. The noble who is imprisoned will tell their family about the price that they promised, and either they agree on it or another session starts infront of them and wont stop until they either choose to leave them to their fate or agree on an amount they will contribute to the prison and the monsters. If negotiations are successful, the imprisoned nobles will be exempt from punishment and get a comfortable and luxurious place to spend their remaining prison time in. This is the part where the Tickle prison gets most of it's funds from and has made the nobles in the country behave really well as to not risk getting imprisoned inside this place.
