Some clothing can take a bit of work to get right. Click the customize button on the piece you want to fix. Click the Physics tab. If the Sim Enabled checkbox is checked then you can try the following settings. Distance Scale - Lower this value usually fixes things like clothing being too long or the breast area being too baggy. Collision Radius/Collision Power - Lower and Raise these to adjust how far the clothing gap is between the skin and the item. If the sim enabled box isn't checked then go to the Adjustments tab. There isn't much you can do here but lowering the Surface Offset, or sometimes raising it, can fix how far the clothing sits off the skin. Also try checking and unchecking the 'Wrap to Smoothed Vertices' box to see which looks better. This setting wraps the clothes to the skin vertices.
