You need a tool which can open PSD files. Most recent image viewers can open it. If you don't have one,eventually try https://krita.org/en/ it is free of charge.

Why can't you get Krita? There is a version for any common operating system. The other alternative would be GIMP: https://www.gimp.org/ If you are on a phone then you might be out of luck. The most viewers are pretty crappy. You need an editing tool like Krita, gimp, photoshop, csp or similar to access the image variations as this file format (like .clip) allows the artist to work on multiple layers.
