Minor Suggestion Rules Update (Pixiv Fanbox)

I updated the suggestion rules with two details:

- Clarifying you can message me before supporting the plan in case you are unsure if your idea is viable.

- If you already had a suggestion made the month before, you can get it colored instead of asking for a new suggestion next month.
