Does anyone know why the preview scenes work on PSVR, but the actual files don’t?

I don't have PSVR so I can't test, but everything I make has VR metadata, so it should work on all standard VR setups. I think PSVR might have restrictions on resolution, file size, etc. and that may be the issue you're having. Look up the min/max specs and compare it to the files.
