The repairing is slow but steady, but since Rebecca had no chance to back up her memory, even after her brain grows back she won't be the same person we knew anymore. Instead she could be trained to be a total bitch who enjoys harm and pain as a sex slave. Then her new personality could be saved onto the Relic as a backup, then her body could be used to do whatever you want, even repeatedly blowing her head off again and again and again.

Same for Lucy. If you watched closely enough from this month's work, you'll notice that a Relic chip was inserted into her neck slot before her brain was totally destroyed. In that case, Lucy as a person could be fully restored with integrated memory and thinking patterns after her death. So, same as before, to keep her body alive is relatively simple - just support it with blood and certain neural impulses. And her head can now be throat fucked and brain fucked indefinitely.
