Lieutenant Kitsurubami from FLCL or as the states call it, Fooly Cooly. Was one of my personal suggestions for the poll and sad she didn't rank higher, tho I knew she obviously wasn't winning by any means lol The more I looked through refs from the show, the more I have to really appreciate Gainax's character design and general art style back in the day. FLCL still looks amazing and hell, arguably visually better than a lot of stuff out right now lol Totally recommend.
