How should I handle Monthly OneShot comics? (Patreon)

The new tier reward for the $7 tier will involve people suggesting and voting on panel ideas for monthly oneshot comics, with 5 ideas ultimately being chosen to fill-out the comic. I decided this because it will allow people to get their ideas drawn, but hopefully while avoiding any competitiveness, as multiple ideas will get chosen, rather than just one. However, I am unsure how the base idea for the comics will be chosen. That is to say, the basic concept the entire comic as a whole is based around. Which characters are in it, what the scenario is, what series it's for, etc.

The easiest two solutions would be1) I just choose ideas I think people would like, but then that kinda takes the fun away from it being a community thing. 2) People suggest and vote on the idea itself. But I worry that might become competitive with people feeling as though slightly less popular ideas never get the chance to be made into comics.
