It is their real names. It is made in japan but the setting is inspired by europe, specifically Germany. Many characters are named after Fighter planes, Mustang, Hawkeye... etc.

They didn't change the names. The setting of the show (as you've seen of it so far anyway) is based on pre-20th century Europe. The fact that they have blonde hair and bright eyes is not just a quirk of anime in this case.

All the names are faithful to the original japanese version, the creator just took a lot of inspiration from european/german names and places when she created the setting (it's actually not uncommon for anime/manga, just look at Attack on Titan for example) - however, while the names themselves are the same, the pronounciation in the original is more japanese-based, so people refer to "Edward" as "Edoardo" for example.

The first episode is wholly original to this version of the show, I think it was created more to tease the aspects of the story that didn't show up in the original anime but wouldn't properly appear in the story until much later (for example, Kimbly didn't show up in the original anime at all but is very important to the backstories of a few main characters in the manga, so they created the exchange between him and the episode's villain to tease his inclusion). The second episode's main content doesn't actually get revealed in the manga until around the point where the first volume of this adaptation ends, but they moved it to here to introduce Truth early on, as they were also absent from the first anime. I would personally say that this is my favorite anime, which I think is largely because of the fact that it is a second run of the series, so a lot of content from the manga that was covered in the first run gets compressed or even cut when unnecessary, and almost all of what's left in is just what's needed for the main plot. As a result, this series feels like a more cohesive story with a well-paced arc and well-written character-arcs while a lot of other anime can end up feeling all over the place because the writers throw in fillers that do nothing for the characters.

This is my number one, all time favourite animé ever. It's also in my top 3 tv show of all time. I have wanted you to react to this show for a couple of years now so this made my day. The names are accurate to the original japanese manga/animé. It takes place in Europe and the author took alot of inspiration from Germany/european countries. I think it's fun that you mentioned Sailor Moon, fun fact: In Sweden Usagi is named Annie. I grew up with the swedish dub but didnt like it. I then watched the japanese version and i like Usagi and the show better in japanese.
