yeah I didn't know this existed until I saw the schedule in the arrowverse spoiler chat. So first time watching, I was also pretty confused by there being two rays in the beginning I thought at first just like you it was the same person.

Shan, The Ray and the Freedom Fighters actually were in comics dating back to World War 2 in the 1940s. Published by Quality Comics, another rival of DC and Marvel. DC bought-out the rights to Quality Comics' characters after it went out of business in the 1950s. DC would later do various revampings on the characters over the years.
