NO! Arnold Schwarzenegger was never President of USA. LOL You must be a native born American citizen to run for President in US. He was the Governor of California for a while. The reason this is in the movie is there was a rivalry between Stallone and Schwarzenegger. It spilled into their movies. For a while each actor would mention or show something in their movies that would disparage the other. In the armory museum, Snipes says, I'll need that Rambo, Stallone played Rambo in 5 movies. Wesley Snipes' kicks and punches sometimes look awkward in the movie. He is black belt in real life, and his kicks and punches were so fast that they blurred on-camera. So the producers asked him to slow them down. You make a valid point, why would Taco Bell be the only restaurant if spicy food is illegal. And why is spicy food illegal, supposedly these things are illegal because they are bad for you but the FDA, as well as most all Doctors, agree that spicy food is very good for you.
