Context to the flashback: Greer when he was younger realized his boss/mentor was a traitor working for both MI6 (English intelligence) and KGB (Russian) so he decided that there was no loyalty in the world, so he might as well work for only his own gain.

Canadagraphs

The scene in the end had Greer staring across the street at the New York Stock Exchange, which moments earlier Samaritan had just crashed, which would send millions of people into financial ruins, causing widespread chaos. The flashbacks were essentially us learning how Greer came to work for himself, when he learned the people he was working for had no loyalty for anyone but themselves.
