Sorry Shan not a bald cap, he is actually bald. I think it was just a bad makeup job. Welcome to the world of "Where's the Observer" He's in every episode. Sometimes he is easy to spot sometimes it's very hard but he is the episodes. Last episode he was against a wall as Olivia and peter were walking past in the hospital, less than a second of screen time. As for how Peter knew, think it as this. Speech isn't the only way to communicate, small psychic links, electrical impulses in the air, quantum entanglement in the world of Fringe all of these could be possible. Just thinking about it could transmit it to another person in any number of ways.
