Hisoka actually isnt that offensively powerful at least compared to others we've seen like uvogin, razor, and to a lesser extent gon. Most of hisokas strength comes from his intelligence, unpredictability, and how crafty his nen abilities are

Hisoka is strong but brute strength isn't his forte. He mainly relies on his wits and unpredictability to win against an opponent. Remember his fight with Kastro? It wasn't muscle that won that fight, technically no muscles were really even used... the way they were intended anyway.
