Yes, zora was a black bulls member already. Yami said when asta first got to the base that there were other members but they were all slacking off somewhere or on missions.

For the story telling, it's been foreshadowed that there are other members but they're very subtle hints and some are cleverly hidden. They did introduce them in the most convenient of times though.

Black clover does foreshadowing like no other series like for real, like u you aren't paying close attention yuu will miss stuff and it makes you read between the lines and i love it.
