Season 3 couldn't have happened without Season 2's plot and season 4 couldn't have happened without Season 3's plot. Even Season 4's plot effects the comics.

Also, think about Kuvira's ideals about her Earth Empire. Kind of reminiscent to Sozin's ideals about the Fire Nation.

Bolin does seem easily led but him siding with Kuvira is understandable. He and Mako grew up on the streets eating out of dumpsters plus their family in squalor in the lower ring. Kuvira got his support along with a lot of people cuz she is helping. Her back story shows it clearly but even from her conversation with Suyin they showed Kuvira was granted her powers and was the only one to step up after the queen was murdered.
