Seems like there are some things that should be explained. 1) First, it is a prologue of the story. (78 chapters). For comparison Webtoon at the moment has almost 500 chapters so after this final test their journey ONLY BEGINS! They do not reach the top after this test (that would be just stupid) Baam grows as a character and power wise through the entire story and it's still like 50% of the story (It's like OnePiece I guess) 2) Rachel could not go further because she was injured and if you are injured you can not participate in the test. So Baam had to go to the Floor Administrator (which is an absolute being on the floor. The test Directors like coffee guy just work for him) and basically ask him whether Rachel could participate in the test or not. 3) Floor Administrator is a giant powerful creature that controls Shinsu on the entire floor, that's why everyone needs to form a contract with him to get a permission to use the Shinsu (except for Irregulars like Baam. They can use any amount of Shinsu without forming any contract). Floor Administrators don't usually participate in fights unless someone REALLY powerful threatens the entire floor (Only Irregulars are capable of doing such things because they are powerful enough.) (Baam is still a child tho in the first season, so he needs to grow a lot do be able to do such things)
