Ishido forced the regents and their families into lock down which meant that Ishido was holding them all hostage to force them to elect the fifth regent of Ouchiba's chosing. That is why Sugiyama was angry and voted no to Ito to be the fifth regent. He felt that this was all shady and hated that Ouchiba was taking control. He wants what is best for the realm and did feel that doing things in a shady way was not good for the realm.
