A slight clarification with the supes in the institution, those weren't supe-terrorists, that was Homelander's plan, to create terrorists that only they can fight and therefore make them (and Vought) indispensable to the US government. The institution is where Stormfront took mentally ill people (some who committed themselves to get help) and experimented on them to try to get a stable version of Compound V to give to adults, so SHE could have a supe army of her own. And we know why she wanted an army. I suppose Homelander was thinking small in comparison. She wanted to take over the world and weed out...undesirables, according to her hateful and narrow view.
