These different views of the city planet of Coruscant are cool. We see the under city slums that are always in darkness. We also see the gangster who bought the lightsaber lived on the upper levels. If you can see the sky and the sun from your apartment window than you're probably upper class on Coruscant. Most people in Coruscant live in the slums in darkness. To those people a light saber is probably worth tens of thousands of credits on the black market. Also the billboard video thing of Palpatine was saying something along the lines of "some people are blaming the war on the jedi, and I won't stand for it, the separatists started the war," or something like that. So Palpatine is playing it cool, claiming to be a supporter of the Jedi in public. Talk about an evil genius.
