All cards were made of Nen and were created with the restrictions placed upon creation. They work mostly based on a combination of emission and conjuration.

Cards are made by designers who are conjures I believe. Since the cards cant really directly harm people, I would assume that the condition to make those cards isnt very harsh (maybe except for some specific SS cards since they have some really good functions even if they cant do harm)

When people die in the game, it will be game over. And the game slot for the dead one will be available for others from the outside world to play. That's why the man who hire people to Greed Island want strong Nen user who could win the game OR at least willing to die in the game, rather than people who running around but doesn't clear the game.

Having limitations makes nen more powerful, so I would assume the designers have some sort of limitations so they can't powergame and use cards unjustifiably.

Think of the spells as yu gi yo card. They not a power the card holder has but uses it. Its same concept. The power is in the card and you just activate it.

Just to clarify If you die in the game you die in the real world because technically Greed Island is part of the real world. The people that died in the game and dissolved were basically just taken back to the "real world" but they still stayed dead.

Yeah I guess I was just one episode too early haha. But, yeah I found it so interesting. And I love that hunter x hunter is such a well designed universe that we can use our own real world logic to try and understand stuff in the hunter world. Shows that it’s not just Willy nilly.

But, yeah I think the creators of greed island are all powerful nen users sure. But they can work together to create a nen technology that can do things way more powerfully then any of them could do individually. Which makes sense like if nen can enhance an individuals abilities why wouldn’t there be nen that could be used collectively.

So the game has several conditions. One you have to be a nen user. Also there’s a very very limited number of players. The cards are powerful but they can only be used on this one island. There’s a major constraint. However the condition for releasing that condition, is that you have to beat the game. Which is an incredibly incredibly difficult condition to pass. The more difficult the condition the more powerful the nen.
