Some interesting to note is that Light and Misa are like a King and Queen pair in a game of chess. While Light is the King moving anywhere on the board one square at a time (getting info and seeing faces) Misa can be considered the queen in this game because she only needs a face to kill with her eyes.

Michelle, Light or the girl doesn't need to have the face in front of them to use the deathnote. All you need is to know or remember what the person looks like and their real name "birth given name".

She is saying you can’t just remember what someone looks like and then be able to see their name with the Shinigami eyes, you need to be looking at them to see their name. She was not talking about the ability to kill people when you already have their name.

She said "He has to see him, he doesn't know where L is". It's already established Michelle is talking about L, which Light already knows who L is. Since Light already has a name and a face, he can kill L any time he wants. It's just that he doesn't because there could probably be a contingency that in the case that L dies, the case will be concluded as Light being the most probably suspect. I think Ron and Michelle are just having miscommunication lmao. She is definitely talking about the eyes, but in short, Light doesn't need the eye's powers to kill L at this point in time. It's just a matter of risk if he DOES kill L.
