What we know in the anime so far about witches. Is that there are witches for each sin and an archbishop for each sin. Guese (sloth during s1) asked subaru if he was the archbishop of pride. We met archbishop of greed and gluttony in s2 ep1. And when subaru met echidna, she asked him "what happened to the sloth which factor" so it seems like the powers of witches are passed around somehow.

You get Puck energy from her, because it's the same VA. I am anime only so my own prediction is that she might be Puck, but we need more explanation for that to be fully the truth. There is still so much mystery about Puck that was revealed in Frozen Bonds OVA.
