Luffy can get water on him. That would not affect his powers. It’s really simple he just can’t swim so downing is the only downside. Maybe your thinking of sea prism stone which has to make direct contact to work? S.P. Stone stops his powers from working. I’d like to say as well sea prism stone is rare if it was abundant every marines bullets would be made of it.

Oda has stated in the past that a DF user loses more strength the more they are submerged. So you need to be submerged in order for your powers to start to loose its potency!

Luffy can use his devil fruit power if his entire body is completely soaked with water, he just be weak and out of strength from the water. You saw it happened in Arlong Park when Luffy was thrown to the water but Nami’s sister stretched his neck outta the water so he doesn’t drown.

Only drowning makes devil fruit users weak, knee or higher if I'm not mistaken, but it doesn't even mean they can't use their powers under water- remember when Nojiko and Gen(Nami's sister and father figure) stretched Luffy's head out of the water when he was stuck? Or when Luffy could still use his power after pouring water on himself to hit crocodile

Correct me if im wrong. Devil fruit users become weak when their bodies are submerged in water. I dont think it happens while on land. That scene moreso was to convey Luffys conviction despite the odds, he faces the storm.

Luffy would have to be completely covered in water or half submerged in water to have difficulty using his Devil Fruit powers on land. A few drops aren't bad. And the Navy Headquarters are not in Enies Lobby, you can only get there after passing through the Gates of Justice. You either get to the headquarters or to Impel Down, the underwater prison as Nami explained in the episode

Here's a question for you! Crocodile can't fight water because he's "sand," right? Then how does he bathe?! Does he at all?! That's filthy!! Do you bathe, Odacchi? by Crocodile's Mother ODA: First of all, let's discuss the problem of Devil Fruit users bathing themselves. People who have eaten a Devil Fruit are "hated" by the sea, and cannot swim. The "sea" here can refer to anything from rivers, pools and baths to any kind of standing water. On a worldwide level, they are all the "sea." When these people enter the water, not only can they not use their powers, they have trouble moving their bodies at all. They might be able to struggle a bit, but it wouldn't do much good. That's if their entire bodies are submerged in the "sea." With less than half the body or just the limbs, it gets easier. Also, rain and dripping water have no effect at all. Therefore, hip baths or showers are the most common choice. Now, in Crocodile's case, "water" is the weakness of his very powers, so his abilities are robbed even in the shower. But it's not like there are enemies around when you take a shower, so I'd bet he would take them even with his powers being blocked. seawater makes devil fruit users weaker but a splash of water isnt enough to sap their strength. they have to be submerged in water and the deeper they are the more strength is sapped from them. so even if they were ankle deep in water then they would only lose like maybe 10% of their strength. Being waist deep or chest deep in water is another story tho

There are 3 Strongholds of the Government: First, Enies Lobby, which is the Jurisdictional Island, basically a "Court" so your judgement gets dealt there. Second, Marine Headquarters, just their Head Branch, most important Marine Base, where all the Admirals and many Vice-Admirals are sent from. Third, Impel Down, the underwater Prison and all 3 Places are near eachother, why no one has ever attacked Enies Lobby, cause theyre scared of the Marine HQ
