It’s already been said, but the reason for the quality jump is because they are currently remaking it starting last year. The first time it aired during the late 90s, the anime was airing while the manga was still in production and was never finished. I think the biggest goal with the newest series is to have a more faithful and complete adaptation. This actually isn’t really anything new. Fruits Basket was another classic anime that was recently remade and it was phenomenal. Personally speaking though, I actually prefer the 90s series when it comes to Rurouni Kenshin. The remake isn’t terrible, but there was just something about the older series that was phenomenal.

Some of the best live action movies I know are definitly Death Note (the japanese version) and Rurouni Kenshin.

I think the best live action anime for you to react to would be Netflix's One Piece. It does an excellent job adapting the first 40 or so episodes of the anime, and it works as a nice introduction to the characters and story.
