Ideally, she needs to visit the places that already have great care so they get the appropriate level of attention. Beyond that, she needs to come up with a suitably random pattern for where and when, which is probably a lot more difficult than doing magic.

Can't she use divination to find the person most in need? Or who will use their second chance for the best? Like Kid A: heal her and she'll think she's been chosen by god to eliminate all LGBTQ and starts a decades-long war of terror and death. Or Kid B: Not as seriously damaged as Kid A, but will view the miracle as motivation to do the same for others and becomes a medical researcher who finds cures and treatments that saves thousands of lives.
