13:36-14:55 Fujitora was answering the question. He didn't change his order to focus on Straw hats and Law alliance (8:53). What he basically meant there (13:36) is that Navy was doing it over and over, they would cooperate with Warlords and if they turned out to be "bad" they would just capture them and revoke their title, a good example would be Crocodile's case. They revoked Crocodile's title and then the World government just hired another pirate. Or a more recent case with Blackbeard, when he betrayed them and used his title, Navy nullified it and then World government just come again and hired another pirate. Basically just making it a repeating cycle. Fujitora clearly wants this to change and it seems that he chose a different approach with dealing "Warlord turn out to be bad" situation. I would say this, If Fujitora would wanted he could have easily broken that "birdcage" and capture Doflamingo
