How do the facilities needed to construct a submarine fleet compare with the facilities for maintenance? Would a shipyard that can build 12 submarines in 30 years be oversized to maintain 12 submarines for a 50 year period?

Generally, the shipyard that builds a submarine can also do the maintenance.

Thanks for this really comprehensive look at how this deal came to be. It seems like it might still be a good idea for the Australian navy to buy a few Japanese or German subs while they wait. What's another few billion, and they'd have some decent boats right away.

The best subs from countries near the South China Sea or Straits of Malacca would probably be those from Singapore. The newest diesel boats are first-rate, Type 218SGs. The older Vastergotland subs and some Sjoormen subs are still in service.
