It's pernounced Xenos (Zen-oos). And the guild doesn't know about Wiene. Royman, the guild's public face, recived the letter directly from Ouranos. And about Royman: The anime is rather watered-down in how his character is portrayed. You saw how Eina seemed a bit scared and nervous when he glared at her. The light novel is much worse. Before handing her the letter, he gives her a verbal dressing-down, always pointing out that she's only a half-elf and not a full-blood like him, accusing her of having an unprofessional relationship with Bell, and insinuating that she's a loose woman and that the only reason she has her current job and position is because she used her body to get it. This is aparrantly a regular occurrence whenever Eina is summoned to Royman's office. All the elves in Orario hate his guts because he's REALLY fat for an elf, obsessed with material possessions and wealth, and generally gives all elves a bad name, and he's a pure-blood eliteist to boot. But as much of a douchebag as he is, he's actually very competant at his job and genuinely cares for the safety of the people in Oraraio.
