After the clear success of adding both a Rabbit and a Fox to the ZPD, it was realized that a significant portion of the population was not being acknowledged or supported correctly. Up until that point, most ZPD officers were chosen for, among other things, their physically imposing stature.  This led to much of the smaller population feeling neglected or worse, intimidated when officers were present.  As such, the S.M.A.R.T (Small Mammal Assistance Response Team) program was founded, with Officers Hopps and Wilde as the founding members.  This increased initiative focused on recruitment of able officers of a smaller stature who would be more suited and less imposing to the smaller members of Zootopia.  This program is not without its growing pains; as it stands, much of the officer infrastructure is still scaled for those of taller statures, including desks, locker rooms, showers, and the like, so this means that the newest members of the S.M.A.R.T have to be adaptable while the system catches up. It's newest recruit, the African Black-Footed cat, Jaira DuClaw.
