This cloak is crafted from fine desert sands woven into fabric, giving it the appearance of a constantly shifting dune. Intricate patterns reminiscent of a dust devil's spiral are embroidered along the edges with thread that glints like tiny grains of mica.

The cloak has 4 charges. While wearing it, you may use these charges in the following ways:

Dust Devil. As an action, you can expend 1 charge to cast a 3rd level dust devil spell without using a spell slot or material components. The casting creates a dust devil that arises from the cloak itself.

Summon Dust Mephit. While the dust devil is active, as an action, you can expend 2 additional charges to summon a Dust Mephit. The Mephit appears in an unoccupied space within the dust devil's area and acts immediately after your turn. The Mephit remains for the duration of the dust devil spell or until dismissed as an action.

The cloak regains 1d4 expended charges daily at dawn.
