I've succeeded in lowering the concrete support, so the waterwheel fits it like it should (I think). This wasn't easy though as vfx can't be seen in Studio, so I had to go in and out of the game to check if the waterwheel reached the right height.

In the first screenshot you'll see how it looked before and on the second and third screenshots how it looks now. Besides that the waterwheel seems to hang on the right height now, the concrete support now also go's under the water surface instead of 'floating' on top of it.

As the waterwheel itself will always be on the right on top of the water surface, it could be that if the water is too deep, the concrete supports won't reach the bottom of your pond or the ocean.  In those cases you should add rocks on the bottom to make it to not look that strange. You will always have this problem when placing the waterwheel on pools, for if you want to make a swimmable pond. You won't have this problem while placing the waterwheel in fountains as those are shallow enough.
