Oetsu had a whole manga volume cover to himself and only appeared in one chapter in that volume. What he did in this episode (one shotting all of the Royal Guard) was what he did in that chapter. In my humble opinion, that is why he got the cover to the manga volume. Oetsu is him! My favorite member of Squad Zero!
