Probably forgot but Toga already has Ochaco's blood. Remember last season when the villains were fighting the liberation army and Toga turned into Ochaco and used her quirk

I don't doubt AFO has taken other people under his guidance for his own selfish reasons many many times over his long life. The quirk is too strong for Deku's body. One-For-All has the power built up, and the Quirks from, all the previous users. Just like the doctor said, quirks will get to the point where the human body can't handle them. It seems like Deku is at that point. Not only does OFA pass down the quirks, it passes down the consciousness of every user. Deku unlocked the Black Whip because he was really desiring to catch Monoma during the Class 1A vs 1B match and catching things is what Black Whip is used for. He unlocked Float because he really needed to get off of the ground to prevent Shigaraki from decaying everybody.

Something that may not have been clear, Deku didn't unlock Float until this very moment. In the training scene they showed, Uraka was using her quirk to make Deku float. Almight wanted him to have training for it ahead of time before he activated it, so he wouldn't go out of control again. He said if he learned how to visualize it, he might be able to unlock on his own when he needed to, by thinking about it.
