no matter what Deku said, Shigaraki is going to go after EraserHead. As long as Eraserhead is there, Shigaraki can't use his quirks. I don't understand why it's illegal for Momo to engage Gigantimachia either. The Pro Heroes had Chargebolt and Tokoyami assisting them on the frontlines at the beginning of the operation. Maybe it's because there are no Pro Heroes with them?

I think you answered you own question regarding Momo. It's that Midnight is putting her in charge of the class and to act on their own. They only have provisional hero licenses and are not supposed to do hero work outside of the supervision of licensed pro heroes. Go to the 15:50 time mark and you'll see that the Pro Heroes that were with them leave to deal with Gigantomachia and order the Work Study students (Momo and the rest of the class) to stay put. Midnight is giving them permission or rather asking them to engage a very dangerous and powerful villain on their own. And remember from season 2 Stain arc, that the BNHA universe has very strict laws regarding engaging in hero work without a pro license.

I mean They were already cleared for attacking the villains anyway if they approached their area. That’s why they’re the rear guard. What Midnight was saying that was illegal was sedating him/putting him to sleep. It’s still weird because Midnight’s quirk literally puts people to sleep, and me personally I wouldn’t really consider it inhumane to put a dangerous mf to sleep, especially if it’s an alternative than just killing him. Maybe she was saying the kids were not allowed to create and use a sedative, because she said give it to the pros after she made it. Idk.

Thank you. You make so many great points. I'd forgotten about the UA students getting into trouble for fighting Stain. The Hero Association/Law enforcement is very strict about who and how students and non-pro heroes can engage villains.

To answer all your questions it was making the sedative. Momo is underage and does not have a medical license and she was advised to make a drug. That's what the illegal part was.
